Minutes for: June 11, 2007

CALL TO ORDER

The Work Session of June 11, 2007, was convened at 5:30 P.M. by Mayor John Landwehr.

The following Council Members were present:

Present:Crane, Klindt, Koon, Medin, Penfold, and Smith

Absent: Brown, Ferguson, Layton,

 

A quorum was present.

 

DISCUSSION

 

Fees and Fines

Mayor John Landwehr asked City Administrator Steve Rasmussen to make a staff presentation regarding fees and fines currently charged for city services. Mr. Rasmussen presented a detailed overhead visual presentation.

Mayor John Landwehr stated that in listening to Council’s discussion tonight, he will try to incorporate some of these into this year’s budget. Discussion held on the need to increase fees and new customers to hook up to our sewer system. Mayor Landwehr suggested the Council look back at the analysis that was performed on this issue in 2000.

Councilman Dan Klindt suggested staff update the new Council Members about what occurred in 2003 when building permits were raised. Mayor John Landwehr stated staff may want to track the building costs outside the city so that it does not cost more to build inside the City. Community Development Director Pat Sullivan stated the last time fees were increased in the city, the County raised their fees by the same amount so the city and the county both charge the same amount for building fees.

Councilman Dan Klindt suggested getting affected members of the public involved. Mayor Landwehr suggested inviting those different groups to some work sessions to get their input on these issues. He also suggested not having “special meetings” to pass budget-related items such as the property tax levy this year. He felt the budget schedule could be established to avoid those last-minute meetings to pass routine issues.

Mayor Landwehr suggested scheduling some public input times for such groups as airport users and builders.

Parks & Recreation Director Bill Lockwood distributed a list of Parks and Recreation user fees and explained briefly how those were set and when the last increases occurred.

Councilman Kenneth Ferguson suggested devoting some of the regular monthly work sessions during budget season to the budget instead of other items.
