Jim Penfold Jim Penfold has been married to Kathy Penfold for 37 years, and they have three daughters and five grandchildren. The Penfolds have been residents of Jefferson City since 1980, moving to the area after Jim accepted a position with the Missouri Department of Natural Resources. Penfold retired from full-time work with the DNR in October, 2004, and continues to work there on special projects. The Penfolds are members of St. Joseph Cathedral parish and are involved in various church related activities, including Jim's service on the Parish Council on two different occasions. B.A. degree in biology and English literature from St. Mary’s University, Winona, Minnesota in May, 1966 Master of Science in Public Health (MSPH) in Environmental Management and Planning from the University of North Carolina, Chapel Hill, NC in December 1972.
Jim Penfold was involved in water resources and water quality planning, physical development and health planning for the US Department of Interior, Illinois Environmental Protection Agency and two regional planning commissions in Wisconsin for ten years. Penfold served as a Peace Corps Volunteer from July 1966 to October 1968 in southern India, where he was involved in health and sanitation programs and experimental fisheries.
